What training software is right for a company in Mexico?
One that handles what the Federal Labor Law (Ley Federal del Trabajo) requires: training all workers, with plans and programs that the company keeps available to the Ministry of Labor and Social Welfare (Secretaría del Trabajo y Previsión Social, STPS), and issuing the certificate of job competencies or skills (form DC-3) for each person who passes a course. It also has to reach every branch and shift, including staff without a corporate email, and measure the results.
Clikma is a corporate learning and talent management ecosystem whose platform issues the DC-3 certificate, records the training plan and its fulfillment, brings in-person training and e-learning together and adds performance, workplace climate and analytics, in Spanish, English and Portuguese. It has more than 400,000 registered users, and in the last 90 days it was used by people in Chile, Peru, Ecuador, Bolivia and Spain.

What the Federal Labor Law requires
Since the reform published in the Diario Oficial de la Federación on November 30, 2012, these are the main obligations for training and skills development (capacitación y adiestramiento).
| Obligation | What it requires | How Clikma helps |
|---|---|---|
| Train everyone (art. 153-A) | Training and skills development for all workers, generally during working hours. | Automatic assignment by job role and branch, with deadlines and tracking. |
| Joint Commission (art. 153-E) | In companies with more than 50 workers, a Joint Commission for Training, Skills Development and Productivity (Comisión Mixta de Capacitación, Adiestramiento y Productividad). | Progress and compliance reports for its meetings. |
| Plans and programs (arts. 153-H and 153-S) | For periods of no more than two years, kept available to the STPS. | Annual training plan with its fulfillment. |
| Certificates (art. 153-V) | The certificate of job competencies or skills proves that the worker passed a course: form DC-3. | DC-3 certificate issuance. |
| Notice to the STPS | Certificates are reported to the STPS; since April 2025, the DC-4 form is no longer used and the notice is filed online. | Search and bulk download of issued certificates. |

Frequently asked questions
What is the best training software for a company in Mexico?
One that issues DC-3 certificates, records training plans and programs and their fulfillment, reaches every branch and shift (including staff without email) and measures the results. Clikma does this on a single platform, along with performance, workplace climate and analytics.
Does Clikma issue the DC-3 certificate?
Yes. For operations in Mexico, Clikma issues the DC-3 certificate of job competencies or skills for each person trained.
What is the DC-3 form in Mexico?
The certificate of job competencies or skills (constancia de competencias o de habilidades laborales): the document with which a worker proves they took and passed a training course, under the Federal Labor Law and the STPS criteria.
Is the DC-4 form still in use?
No. An agreement published in the Diario Oficial de la Federación on April 4, 2025 discontinued the DC-4 form: certificates are now reported to the STPS online.
Which companies in Mexico must have a Joint Training Commission?
Companies with more than 50 workers must set up a Joint Commission for Training, Skills Development and Productivity (Comisión Mixta de Capacitación, Adiestramiento y Productividad), under Article 153-E of the Federal Labor Law.
Does Clikma help with NOM-035 compliance?
It helps with parts of the standard: surveys the company configures, including anonymous ones, to administer its questionnaires; communications that record who read the policy and the information; and action plans with an owner and a deadline. The policy and the risk analysis are the company’s responsibility.
Does Clikma work for companies in Mexico?
Yes. The platform is available in Spanish, English and Portuguese, includes what an operation in Mexico needs, such as the DC-3 certificate, and the implementation is led by a Clikma project manager. In the last 90 days, it was used by people in Chile, Peru, Ecuador, Bolivia and Spain.
